CEO
David Mitchell is a safeguarding and inclusion specialist with 20+ years in the semi-independent and supported accommodation sector. As a Nominated Individual for Supported Accommodation (Ofsted 2023), he ensures high standards of care, compliance, and regulatory adherence.
With expertise in IT systems, network security, VoIP, and Unified Communications, David integrates technology to enhance safeguarding, operational efficiency, and compliance. His experience spans staff recruitment, training, IT infrastructure deployment, and quality assurance, ensuring secure environments for young people.
He collaborates with local authorities and social care professionals to implement positive interventions and outcomes for young people in care. David drives our solutions so that technology-led compliance and regulatory excellence can help providers meet the evolving standards and provide a safe, structured pathway to independence for young people.
His ability to leverage IT for safeguarding compliance and service improvement allows him to design innovative, technology-driven solutions that align with modern regulatory requirements.

With over 20 years of experience in IT and more than a decade in Service Management and Project Delivery, Samrai Estefanos is a distinguished leader in the field of technology and business transformation. His expertise spans multiple industries, including legal and financial services, healthcare, education, and security services, where he has successfully led, managed, and delivered high-impact projects that drive operational excellence and innovation.
As a visionary strategist and problem solver, Samrai has played a pivotal role in shaping IT service frameworks, optimising project workflows, and ensuring seamless technology integration for businesses of all sizes. His leadership extends beyond corporate environments—he often speaks at closed group events, frequently invited to share insights, where he engages with executives and technology professionals, and project leadership.

Andrew Francis-Sylvester
Chief Technology Officer
Andrew Francis-Sylvester is a seasoned Chief Technology Officer and Lead Architect with over two decades of experience delivering complex, secure, and scalable IT solutions across both public and private sectors. He has a strong track record of designing resilient enterprise infrastructure, leading cloud transformations, and driving innovation in highly regulated environments.
Andrew currently serves as CTO of Panther Networks, a digital safety and secure communications startup, where he led the end-to-end technical delivery — including product selection, infrastructure design, and multi-cloud integration. He architected and implemented secure environments across AWS (including S3-based storage and client-side encryption), Azure (leveraging Entra ID for B2C access controls), and GCP (establishing AI-ready domain frameworks). His work also included establishing VPN connectivity across cloud estates and conducting in-depth research into Cloud Access Security Broker (CASB) solutions to enhance data protection.
Previously, Andrew held senior architectural roles at organisations including Fujitsu Defence & National Security, the Home Office, Capita’s Emergency Services (999) Programme, Daimler, and Lloyds Banking Group. These roles saw him lead datacentre migrations, implement high-security DevOps platforms, and support cloud adoption at scale — all while ensuring alignment with governance, risk, and compliance standards.
Andrew brings deep insight into IT security within social care and legal proceedings, having advised on systems that handle sensitive case data. With a passion for innovation and clarity in technology leadership, he bridges strategic business needs with secure, future-proof technical solutions.

Claire is a highly skilled Chief Financial Officer (CFO) with extensive experience in financial leadership within the social care sector, Overseeing our budgeting, financial planning, and regulatory compliance Claire supports financial risk assessment, cost control, and investment planning, Working closely with providers, local authorities, and regulatory bodies Claire ensures that funding requirements and sector regulations are closely monitored.
